Value based assessment of drugs: a Brave New World

Value based approaches aim to link more closely the price SNS pays for a drug with the clinical benefits it delivers. SiNATS (Health Technology Assessment National System), created in 2015, requires drug manufacturers to submit evidence to CATS (Health Technology Assessment Committee) to show that their new products are more effective than previous products. It is believed that this will bring more efficiency to the system. The seminar will discuss the Portuguese experience in this new world.

This seminar also aims at reviewing the methodological guidelines for health economic evaluations regarding pharmaceuticals. The need for health economic evaluations and main concepts used to describe the features of economic evaluations will be presented. Requirements on populations, comparators and methods of the health economic evaluations conducted in Portugal will be discussed.

Lara Noronha Ferreira

Lara Noronha Ferreira is professor at the Department of Quantitative Methods of the School of Management, Hospitality and Tourism of the University of the Algarve. She has a Master in Health Economics from the Faculty of Economics of the University of Coimbra (2002), where she has also completed her PhD in Economics and Econometric Models by the University of Coimbra (2009). Her research interests include health economics, health econometrics, health statistics, modelling and valuing health, measuring health and health related quality of life. She is co-author of various articles published in international and national scientific indexed and referred journals such as Value in Health, The European Journal of Health Economics, Quality of Life Research, Applied Research in Quality of Life, Rheumatology International, Health and Quality of Life Outcomes, Ata Médica Portuguesa, Portuguese Journal of Pulmonology, Portuguese Rheumatologic Acta, among others. She is referee for several international scientific indexed and referred journals. She is also a senior researcher at the Centre for Health Studies & Research - University of Coimbra and is currently involved in several national and international research projects funded, amongst others, by the European Union, Portuguese Foundation for Science and Technology, Office of the High Commissioner for Health, Pfizer, Merck, EuroQol group. Between 2012 and 2016 she was appointed vice dean of the School of Management, Hospitality and Tourism of the University of the Algarve and was appointed dean in 2016. She was elected President of the Portuguese Economic Association in April 2015. Currently she is also member of the Portuguese Health Technology Assessment Committee (CATS).
